בפרשת שפילד Harris v. Sheffield United Football החוק האנגלי ששרר אותה עת (סעיף 15(1) ל-(Police Act, 1964 - בדומה לחוק שלנו - דיבר אף הוא בשירותי משטרה מיוחדים (“special police services”) שהמשטרה מוסמכת לספק לבקשתו של אדם ((“at the request of any person” תמורת תשלום. המדובר היה בנוכחותם של אנשי-משטרה במשחקי כדורגל של קבוצת שפילד, והתובעים טענו כי כוחות המשטרה לא נכחו במשחקי הכדורגל על-פי "בקשתה" של הקבוצה. מכאן, שלא נתמלא תנאי-מוקדם הקבוע בחוק לזכותה של המשטרה לקבל שכר-שירות, וממילא אין המשטרה זכאית לגבות מן הקבוצה תשלום בעבור שירותיה. בית-המשפט דחה את הטענה בקובעו כי יש להסיק את בקשת הקבוצה מכללא. ובלשונו של השופט נִיל (Neill L.J.), שם, בעמ' 848: “The question then remains: are these services ‘requested’ by the club within the meaning of s 15(1)?... If the club is to hold matches at Bramall Lane it is necessary for police officers to attend inside the ground. Their presence is necessary to enable the club to meet its responsibilities to the players, the staff and the spectators as well as to comply with the rules imposed by the football authorities... It may be that the request for the police services can only be implied from all the circumstances and that it is made without enthusiasm.
